HQ SCDF

The HQ SCDF consists of staff departments led by Director of Departments and overseen by the Commissioner.

As the plans and policy-making unit within SCDF, it lays down the Force's vision, mission, values, policies and strategic direction pertaining to the organisation's operational and administrative requirements. At the same time, it also runs an internal audit service to ensure that all units within SCDF, maintain operational and administrative capabilities in keeping with prescribed Force standards. It also operates a customer-service centre which handles a range of services from processing of ambulance fees to consultation on fire safety in buildings.

Co-located with the HQ SCDF are Paya Lebar Fire Station and the Central Supply Base.

SCDF Division HQ

While HQ SCDF plans and controls all civil defence activities, the execution of SCDF operations is undertaken by the Division Commander and his men on the ground.

Each Division HQ, commanded by a Division Commander, has similar supporting elements as the HQ SCDF to administer and command its line units such as the fire stations and fire posts.

1st SCDF DIV HQ

About the logo:

The dragon serves to portray the Division's dignified and fearless character that it aspires to achieve. This is manifested in the light of decisive, bold and truthful qualities that the dragon possesses. Like the dragon, the Division wants to leave a lasting impression on everything it does. Most of all, the dragon is a legendary animal that is respected by all.

History:

The 1st SCDF Div HQ, previously at Kim Keat Camp at Jalan Rajah, was built in 1963 as a primary school before it was allotted to the SCDF and converted to become the HQ for the 1st CD Division to cover areas in the southern parts of Singapore.

Current Facts:

The present 1st SCDF Div HQ is co-located together with Alexandra Fire Station and Queenstown Neighbourhood Police Centre at the new 7-storey Home Team landmark at Queensway which was operationalised on 1 Jun 2005. The co-location of the units translates into greater one-stop accessibility and convenience for the public, further facilitating the development of bonds between the 2 Forces, and their partnership with the community they serve. There is also a Public Education Centre to provide civil-defence training for the community.

2nd SCDF DIV HQ

About the logo:

The Gryphon is a mythical creature (a crossbreed of an eagle in the upper body and a lion at the lower body). The eagle symbolises tranquillity, determination and perfection in action while the lion exhibits dominance and strength, both physically and mentally.

History:

2nd SCDF Div HQ used to be located at Lorong J Telok Kurau and was built in 1966 as a primary school. SCDF took over the premises on 31 July 1986 and established it as the HQ for the 2nd CD Division to provide operational coverage mainly to the eastern part of Singapore.

Current Facts :

The present 2nd SCDF Div HQ is housed together with Tampines Fire Station at 1 Tampines Industrial Ave 3 which was operationalised on 26 Jan 2006. An underground Command Post enhances the operational command and control capabilities of the Division and the Public Education Centre to promote community preparedness.

3rd SCDF DIV HQ

History:

Previously at Upper Paya Lebar Road, the building was a Police Station way back in the 1930s. SCDF established it as the HQ for the 3rd CD Division in 1988 to provide operational coverage for the northern parts of Singapore.

Current Facts:

The present 3rd SCDF Div HQ re-located to its new premises, a five-storey building at Yishun Industrial Park A together with Yishun Fire Station (to replace Sembawang Fire Station) to better serve the needs of the community in the northern and central regions of Singapore. In addition, an underground purpose built Command Post will also enhance the operational command and control capability of the Division HQ. This new unit also serves as the Operational Base for one NS Rescue Battalion and its Emergency Stores.

4th SCDF DIV HQ

History:

The  4th SCDF Division HQ was previously occupying a former military camp at Jalan Bahar Rd.

Current Facts:

The present 4th SCDF Division HQ is located along Bukit Batok Road and the premise is shared with the new Bukit Batok Fire Station (replacing Bukit Timah Fire Station). With a combined site area of 0.6 hectares, 4th SCDF Division HQ is a seven-storey office building with a Command Post at the Basement while the Fire Station is a four-storey building.

SCDF Marine Division

 

About the logo:

SCDF Marine Division’s insignia is represented by the sailfish and anchor. The sailfish is one of the fastest known aquatic animals in the world, while the anchor is a symbol of well grounded hope, and is often a seaman’s last resort in stormy weather to maintain stability on the rough sea. As the representative of the Life-Saving Force on the sea, the combination of the sailfish and anchor symbolizes Marine Divison’s inspiration to provide hope to distressed vessels at sea swiftly and effectively.

 

The SCDF logo in the middle of the insignia serves to show that Marine Division is a unit under the command umbrella of SCDF. Being out at sea, the logo also serves to inform sea farers that bearers of this insignia belong to a Singapore government agency.


The CD logo on the top aligns Marine Division with the aspirations of the larger Civil Defence international community as a profession.  It aims to realize SCDF's aspirations to achieve world class standards in providing fire fighting, rescue and emergency ambulance service.
The laurel represents the honour of service in the SCDF.

West Coast Marine Fire Station and Brani Marine Fire Station

History:

SCDF took over the marine fire-fighting and rescue functions from the Maritime and Port Authority of Singapore (MPA) in 2012.   A ceremony to mark the handing and taking over of the marine fire-fighting and rescue functions was held at the West Coast Pier at 10 am on Sunday, 1 April 2012.

Current Facts:

The SCDF Marine Division Brani Base commenced operations on 4 June 2014. Located at 19 Brani Way, Brani Base is the Division HQ of the SCDF Marine Division. Co-located with Brani Marine Fire Station, Brani Base complements West Coast Marine Fire Station to provide an enhanced marine fire emergency coverage within Singapore Waters.

Civil Defence Academy (CDA)

The Civil Defence Academy (CDA) is the premier training institution of the Singapore Civil Defence Force. The academy is committed to conducting professional and specialized training in the field of civil defence, covering a wide range of training courses such as disaster management, firefighting, urban search and rescue, emergency medical response and many more.

Since the Academy’s opening in 1999, it has served both the SCDF’s internal training needs, and also provided training for more than 8,470 international participants from over 137 countries. Apart from its international courses, the Academy also provides customised training consultancies and in-country capacity building.
