Regulated Fire Safety Products

Regulated fire safety products under the Product Listing Scheme (PLS) are regulated by Singapore Civil Defence Force (SCDF). These products are certified by Certification Bodies (CBs) who are accredited by the Singapore Accreditation Council (SAC). The scheme ensures that regulated fire safety products conform to safety, reliability and performance standards.

Please refer to Chapter 11 of the Fire Code for the list of regulated fire safety products and certification requirements, including the acceptable test standards, certification schemes and surveillance regimes, as well as the duties required of the various parties involved in the certification process.

If the regulated fire safety product meets the product’s testing standards and certification requirements, it will be issued with a Certificate of Conformity (CoC).

Where fire safety works involve the use of regulated fire safety products, Qualified Persons shall carry out inspections of the fire safety products, including but not limited to, the following:

  1. Verify the products are compliant fire safety products;
  2. Verify the products have valid CoC;
  3. Verify the products match exactly with the CoC; and
  4. Verify the required representations of compliance (serial labels or Declarations of Compliance) have been obtained, where specified in Table 11A of the Fire Code.

To understand whether a product requires certification, please engage a QP who will advise on the project-specific application as defined in the Fire Code. Thereafter, if a CoC is required, suppliers/manufacturers may contact the CBs to understand the requirements to obtain a CoC, e.g. the certification and surveillance requirements outlined in Chapter 11 of the Fire Code.

Certification Bodies (CBs)

CBs which certify regulated fire safety products under the PLS have to comply with the requirements of SAC (e.g. SAC 01, CT 01, CT 12), the Fire Safety Act, its subsidiary legislation, as well as provisions specified in the Fire Code. Presently, there are five accredited CBs recognised by SCDF for certifying regulated fire safety products under the Product Listing Scheme. Certificate of Conformity (CoC)

A CoC is a certificate issued by CBs for a regulated fire safety product that meets product testing standards and certification requirements. These certified products are recorded in a product directory on the CB’s website for reference and verification of the CoC’s validity.

Representations of Compliance:

Serial Labels

Serial Labels refer to certification labels issued by CBs, with unique serial numbers. These serial labels are affixed to certified regulated fire safety products categorised as discrete systems, such as fire-rated doors and fire alarm panels. Such labels allow tracing of these products to their corresponding CoC and the specific installation location of each product.

Please refer to Table 11A in the Fire Code for products that require serial labels. For verification of serial labels issued, it is advisable to refer to the record of issuance provided by the respective CBs. Samples of serial labels and records of issuance are shown below.

Declaration of Compliance (DoC)

Declaration of Compliance refers to a declaration of information associated with or related to a batch of certified regulated fire safety products. DoCs serve a similar purpose as serial labels, and are issued for non-discrete systems, such as fire-rated ceilings and fire-rated floors. Please refer to Table 11A of the Fire Code for products that require DoCs.
