Introduction
The Fire Safety Act (FSA) regulates the transportation of P&FM (including scheduled chemical). The P&FM transportation licence is to ensure that the transportation is carried out in a safe manner and that proper fire safety measures / procedures are undertaken by the licensee to ensure safety environment. In general, the FSA requires the transportation vehicle used to be certified, the transportation emergency response plan been approved and the drivers of road vehicles transporting any P&FM to hold a valid Hazardous Material Transportation Driver Permit (HTDP) to drive the vehicle.
Any person who wishes to transport P&FM above the exemption quantity must obtain a licence for each vehicle that is used for such transportation. The transportation of P&FM is to be carried out within approved hours and along approved routes.
Exemption for Transport Licence
The transportation of P&FM in the following quantities are exempted from licensing:
- Petroleum
- Less than 130 kg (gross weight) in not more than 2 cylinders;
- Less than 20 litres of Class I petroleum; or
- Less than 200 litres of Class II and Class III petroleum.
- Flammable Materials
- Less than 130 kg (gross weight) in not more than 2 cylinders of flammable gases;
- Less than 20 litres of flammable liquids; or
- Less than 10kg of flammable solids.
- The transport by land in a vehicle of the following, regardless of quantity, requires a licence to transport:
- mixed classes of petroleum;
- different types of flammable materials; and
- any Schedule 1 chemical.

License Validity Period
- For vehicle transporting Schedule 1 Chemicals, only 1 year licence will be issued and will be tracked by HTVTS regardless quantity
- For other P&FM, applicant may choose to apply for a licence validity period of either 1 or 2 years (Only for local registered lorry transporting P&FM product less than 3 metric tonnes).
Common documents to be submitted
- For Package Transportation (capacity of individual packaging is less than 250 litres water capacity)
- A certificate of Fire Safety Inspection in accordance to Regulation 5 of the Fire Safety (Petroleum/Flammable Materials) Regulations;
- A copy of vehicle registration/log card; Supplier's letter of authorization [for transporting LPG only];
- Vehicles photos (from front, back and sides); must be able to see vehicle plates and warning labels;
- Astrata Certificate for Annual Inspection (for vehicle transporting for vehicle transporting total net quantity 3 metric tonnes(MT) or more) / Vehicles carrying Scheduled 1 chemicals;
- Consent letter from vehicle owner (if vehicle does not belong to applicant);
- Transport Emergency Response Plan (TERP); and
- A copy of Hazardous Materials Transport Driver Permit (HTDP).
- For Bulk Transportation (capacity of individual packaging is more than 250 litres water capacity; road tanker)
- A certificate of Fire Safety Inspection in accordance to Regulation 5 of the Fire Safety (Petroleum/Flammable Materials) Regulations;
- A copy of vehicle registration/log card; Supplier's letter of authorization (for transporting LPG only);
- Vehicle photos (from front, back and sides); must be able to see vehicle plates and warning labels;
- Astrata Certificate for Annual Inspection (for vehicle transporting total net quantity 3 metric tonnes(MT) or more / tube trailer / Vehicles carrying Scheduled 1 chemicals);
- Transport Emergency Response Plan (TERP);
- A copy of Hazardous Materials Transport Driver Permit (HTDP);
- A copy of Manufacturer's report[3] & Tanker drawing endorsed by PE [in original/certified true];
- Hydrostatics test report (once every 5 years) endorsed by PE [in original/certified true];
- Radiographic test report (once every 10 years) endorsed by PE [in original/certified true]; and
- TQRA (if required).

Hazardous Materials Transport Driver Permit (HTDP) Scheme
The Hazardous Materials Transport Driver (HTDP) Permit Scheme is introduced for drivers who wish to transport P&FM on Singapore roads. Drivers must carry a valid permit whenever he is driving a vehicle transporting P&FM. The permit comes in the form of a smart card which contain individual biometrics (i.e. fingerprints) and relevant personal information of the drivers. This will be used to verify the identity of the driver at checkpoints or any roadside inspections conducted by the relevant authorities. The permit is valid for 2 years and drivers are required to attend the Hazardous Materials Transport Driver Course to apply or renew the permit. As no reminder letters will be sent, all drivers are to renew their permits on time, i.e. one month's period upon the issue of their certificates before their existing permits expire.
Hazardous Materials Transport Driver Course
Under Fire Safety Act (FSA), drivers transporting P&FM are required to attend the Hazardous Materials Transport Driver Course conducted by SCDF Accredited Training Institutes (ATIs). This is to ensure that drivers are competently trained in preventing and carrying out initial mitigating actions during an accidental release.
