Fire Safety Engineers Selection Panel

The Fire Safety Engineers Selection Panel is appointed by the Commissioner SCDF to assess applications for registration as Fire Safety Engineers.

Pre-requisites for Applicants

The registration criteria for application are as follows:

  • Possess at least a degree qualification in the field of fire safety engineering; and
  • Have at least 5 continuous years of relevant practical experience in the design of fire safety works in buildings acquired after obtaining the fire safety engineering degree qualification, of which 3 years or more in aggregate shall involve projects based on fire safety engineering solutions; and
  • Must have maintained a clean record and must not have been found guilty of an offence under the Fire Safety Act, Professional Engineers Act or Architects Act.

Supporting Documents for Registration

Applicants who wish to register as a Fire Safety Engineer shall submit the following to the Fire Safety Engineers Selection Panel:-

  1. Completed Application Form for Registration as FSE;
  2. Certified true copies of documentary evidence of the applicant's qualifications and practical experience;
  3. Recent testimonials from 2 local referees in Singapore as to the applicant's good character;

  4. Letter of undertaking by the applicant, stating as at the date of the letter:
    • whether disciplinary or criminal proceedings are pending or contemplated against the applicant; and
    • whether the applicant's professional conduct is or has been under investigation; and
    • whether the applicant has any previous disciplinary or criminal records.
  5. Photocopy of personal identification documents for identity verification: E.g. NRIC, Passport, Employment Pass, etc;
  6. A fire safety engineering report for an actual fire safety engineering project:
    • The applicant must be involved in drafting the report;
    • The report should best illustrate the range and depth of the applicant's fire engineering knowledge;
    • The report shall be reviewed and substantiated by the project FSE as being a true representation of the applicant's work;
    • In the case of an applicant who is a foreign registered FSE, his/her work shall be reviewed and substantiated by the project director associated with the project.

One set of the above supporting documents are to be submitted in digital copy (CD-ROM) to the addressee below, together with a non-refundable application fee of S$475.

Payment can be made online at https://www.scdf.gov.sg/payment. Applicant can submit the payment under “Miscellaneous Payments” and indicate “FSE Registration application - <Name of applicant>” under the “Description of Payment” field. Applicant must include the online payment receipt as part of the above supporting documents to be mailed to SCDF.

Registration Period

Please be informed that SCDF has commenced its 20th FSE registration exercise and is pleased to invite applicants for registration as FSE. The closing date for this application is on 31 January 2024. You may refer to the below circular for more details.

Interview Period

Applicants who meet the above requirements will be selected by SCDF to attend an interview with the Fire Safety Engineers Selection Panel. Interviews for registration will tentatively commence around March/April 2023 onwards. Shortlisted applicants will be notified of the date and time for their interviews.

Continuing Professional Education (CPE) for Fire Safety Engineers

Upon successful registration as an FSE, the FSE will have to attend approved and relevant fire safety engineering workshops/courses regularly, and fulfill at least 48 CPE hours for every 2-year cycle after his/her registration.

For each fire safety engineering course attended by the fire safety engineer, the FSE has to submit documentary proof of participation within one month of the course in order to qualify for CPE hours. The FSE also has to submit a declaration form for every 2-year period after his/her registration, to show the courses attended and CPE hours attained.

Presentations/lectures at recognized conferences/courses as alternative to workshop/course attendance

In place of course attendance, SCDF also recognises presentations/lectures conducted at recognized conferences/courses as part of FSE's continuing education, on the condition that these presentations/lectures are relevant to fire safety engineering and approved by the SCDF prior to the conduct of the presentation/lectures. Each presentation or lecture will be awarded CPE hours of 2 X presentation duration.

Fire Safety Engineers Inquiry Panel

The Fire Safety Engineers Inquiry Panel is set up to investigate and hear complaints brought up against FSEs. The Inquiry Panel comprises officers from SCDF and FSEs from the professional bodies. Depending on the findings, Commissioner SCDF is empowered to do the following:

  1. dismiss the complaint;
  2. censure the FSE concerned in writing;
  3. impose a penalty not exceeding $5000;
  4. suspend the FSE concerned from practice for a period not exceeding 12 months;
  5. cancel the registration of the FSE concerned;
  6. make such other orders as the Commissioner thinks fit.

This is in response to public enquiries on whether SCDF recognises certain universities. Please note that SCDF does not accreditate any universities including the ones listed above, and attendance at any of the listed institutions is not a guarantee that the applicant will be registered as a FSE. The applicant would still have to go through the FSE Selection Panel, who will make the final assessment for purpose of selection.
